Start from a basic block with darts with full front and back.

Step 2
Get the front pieces and close the existing darts.
Open their volume in the cuts and at the waist.
Step 3
Redraw the front as you see it, then on both front and back drop the armhole and draw a short sleeve.
Draw also a straight neckline on both pieces.

This is the finished pattern.
