It features a front detail with cutout and amazing balloon sleeves!
The perfect fabric is something lightweight and natural, as silk or viscose.
Start from a basic block with darts and wearing ease appropriate for the fabric (we suggest minimum 8cm at bust circumference and 4-6 at waist one). You also need a basic matching sleeve.

Get front and back bodice and draw the panel cut first. Then redraw the armhole upper part inward by 2-3cm. Make sure the measurement on shoulder line is even.
On front only, draw the cutout as triangles. Divide the center front length by 5 to draw the cutouts.
Cut through all lines and separate the pieces.
Discard the dart volume.
Get the little armhole pieces (mark which one is from back and which is from front) and the basic sleeve.
Merge the armhole pieces to sleeve cap by matching notches.
