The perfect fabric is something lightweight, breezy and drapey as silk satin. Viscose and crepe would also give similar results.
The starting point is a basic block with darts and wearing ease minimum 10cm on bust circumference. You will also need a basic sleeve.

Step 2
Cut through the slash line and close both darts (waist and shoulder one).
Step 3
