Fabric: any medium weight fabric, cotton, viscose, polyester blends, silk satin or crepe...there are lots of possibility as long as the fabric is not sheer (there's no lining in the skirt) and has a drapey hand.

Trace back and front separate and adjust length to ground.
Erase waist darts as they are not needed (dress is not fitted at waist) and flare 20cm from side seams, blending to zero at armpit.
Get front, square down from bust point to hemline and cut through the line. Tape shoulder dart closed.
Get back and identify shoulder midpoint. Square down to hemline and cut through the line.
Pivot at back shoulder to open on back hemline a volume that matches front one.
