It has a balloon skirt, sweetheart neckline with off shoulders sleeves.
To draft the pattern, start from a basic block with darts and no wearing ease.

First, trace a copy of front bodice and make it a contoured one:
Draw the new neckline, then move armhole point inwards by 2cm at neckline.
Widen front shoulder dart by 1cm at neckline.
Cut through all lines so you get back and front bodice pieces.
Close waist dart on front side and tape it.
